2 questions with this card.
1. Can a player reuse another players weapon?
2. If the player that owns the weapon is redirected with reversal of fortune, and the new target bunny survives. Then he uses rooney's reusable does it target a new target or the redirected target that survived?

No. The Rooney's Reusables entry in the QCC says that it "allows a Player to use the same Weapon card twice during one turn of play." The idea is that one player can use a Weapon twice, not that a Weapon can be used a second time by a second player. 2. I'm not entirely clear with what you meant by "...the player that owns the weapon is redirected..." The Weapon is redirected by Reversal of Fortune, not the player. Reversal of Fortune will work the same whether it is the first use of the card or the second use of the Weapon, but it will not affect both uses. So, whether it is a "new target" I'm not clear what you mean.

1. Player owns rooney's reusables.
Player 2 uses a weapon to try and kill players 3's bunny. If fails, player 1 then uses his rooney's on players 2's weapon to try and kill player 3's bunny that survives. Can Player 2 use rooneys on a weapon he does not own?
2. Player 1 targets player 2's bunny. Player 2 uses reversal of fortune to change target to player 1's bunny. After that resolves player 1 then uses rooney's reusables to re target the rabit that player 2 owns. On the second time around will it target player 2's bunny or does it target player 1's bunny because earlier on the same turn reversal of fortune was played.

No. A player cannot use Rooney's Reusables with another player's Weapon. As I quoted the rule text above, " Rooney’s Reusables allows a Player to use the same Weapon card twice..." If it were allowing two different players, then it wouldn't say that it allows a player to use the same weapon card twice, as then each player would be using it once. 2. Player 1 targets player 2's bunny. Player 2 uses reversal of fortune to change target to player 1's bunny. After that resolves player 1 then uses rooney's reusables to re target the rabit that player 2 owns. No. Reversal of Fortune "May be used once by a Player to redirect any Weapon launched at any bunny towards any other bunny." It would be used twice if it redirected the attack a second time.

Incidentally, this is in the newest Blue/Yellow text on the KillerBunnies.com web site: Rooney’s Reusuables may be used once by a Player to re-use any of his Weapons a second time during the same turn of play before it is discarded. The target bunny may remain the same or be changed. The new text clearly indicates that it is meant for a player to re-use his weapon, not to re-use an opponent's weapon card.
