I've been trying to create my own booster deck, and it's very easy to come up with alot of hightly damaging cards, and alot of red run cards; without giving alot of thought to the final gameplay...
what would you say makes a deck balanced, in order to keep the difficulty level of the game the same overall?

I would say look at the decks already made, they have a nice balance with the same amount of bunnies, money and weapons in each deck and then they throw in a mixture of good and bad cards... Just get a feel for what's already there and that will help...

Actually having some kind of a theme might help, too.

true...
it couldn't hurt...
but neither could a sponge, but if you got a bunch of sponges...
so basically if you keep adding things that couldn't hurt by themselves, you may soon have a force to be reckoned with...
Geez, I'm in a goofy mood tonight...
