This should probably start off in the black hole...
I don't have a lot of ideas right now, but here's what I got::
Shooting blanks - Disallows weapons to be played for two rounds (I made a drawing with Roger Rabbit shooting a gun that has one of those signs that say bang)
Blow your load (KHRO's idea modified) - Player must spend or discard all of their money by the end of their turn. (Teen bunny with a shopping cart full of cabbage, water, carrots, pawns, etc. handing his dolla over to the bunny behind the register)
Oral fixation - Play on a bunny that has just been given an ftb card. The bunny needs to be fed twice as much cabbage and water. (three bunnies hanging out in front of a convenience store, 2 have suckers in mouth one is holding sucker)
Act of Service - The refreshment getting card (Monty Python scene with humongous guy being served by a waiter with really long arms)
Get it up - no idea
Spread 'em - Something about laying your cards down for everyone to see. (A police bunny arresting a bunny with spread legs)

Prune Tang - May be used to convert any amount of water into equal amount of Prune tang, which may be used to feed any or all of his bunnies. Pictured later

Have you considered a double entendre deck? Every card name would have a completely innocent meaning as well as another (potentially naughty) meaning.
It is a family game, after all, and if the kids ask, one could give them the innocent meaning.

I don't see the innocence of "Blow Your Load" or "Get it up". Perhaps there are innocent meanings, but I don't recall hearing them. Am I too jaded and cynical? (I couldn't explain those to children.)
I can see "Oral Fixation" (e.g., having an unlit cigarette in one's mouth), "Act of Service" (e.g., helping an old lady across the street) and "Spread 'Em" (what a police officer may ask an arrestee to do) as double entendres and could explain the innocent meaning to kids.
The existing "Blown Trojan" card has the appropriate double meaning (and the graphic is certainly innocent, and can be explained as such by adults to educate about history).

blow your load refers to spending an entire paycheck at the mall as a teenager... Get it up was a card on here a while ago that I don't remember the original meaning for but it wasn't meant to be dirty there. It could easily mean getting something up, putting something away on a high shelf or something...

blow your load refers to spending an entire paycheck at the mall as a teenager... Get it up was a card on here a while ago that I don't remember the original meaning for but it wasn't meant to be dirty there. It could easily mean getting something up, putting something away on a high shelf or something... great! then this card forces a player under 18 to spend all of his dolla or lose all of them the next round

I got a new one at work today...
Sloppy Seconds - (a plate with a half-eaten sloppy joe or something) When run through and saved, allows player to acquire, after use, any p-card that the player has the appropriate pawn for...
